RCMP identify 17-year-old victim in fatal Bloomfield crash

BLOOMFIELD - West Prince RCMP have identified the 17-year-old male who died in a fatal motor vehicle collision Sunday afternoon on the O'Halloran Road near Bloomfield.

Jesse Reginald Harper, of West Cape, was pronounced dead at the scene. He was a passenger in a black 1994 Chevrolet A-10 pickup truck which left the road and struck a tree.

RCMP say that speed played a critical factor in the fatal crash.
A second passenger in the vehicle, an 18-year-old male from Poplar Grove, remains in the Queen Elizabeth Hospital in Charlottetown with serious, but non life-threatening injuries.
He was transferred to the QEH for orthopedic surgery as the result of multiple leg fractures.
The 18-year-old male driver from Bloomfield Station was released from Western Hospital in Alberton after being kept overnight for observation.
RCMP are attempting to identify the driver of a four-door silver coloured automobile which may have see the 1994 black Chevrolet S-10 truck passing another black truck just before it left the road.
Police say the matter remains under investigation and once all witness statements are obtained, and a report received from the Technical Traffic Collision investigator, a decision will be made on whether any charges will be laid in relation to this collision.
RCMP were called to the O'Halloran Road at approximately 2:30 p.m. after the Chevrolet truck failed to negotiate a corner and went off the road, narrowly missing a man on a ride-on lawnmower. The truck struck a tree and was severely damaged.
Police say the highway was clear and dry at the time of the incident and visibility was good.
"Alcohol or drugs are not suspected as factors in this crash but speed certainly played a part in this collision," said police.
If there any witnesses to this collision they are encouraged to contact the West Prince RCMP Detachment at 853-9300.
The deceased is the son of Irene (Harper) Phillips and her husband Donald Phillips, West Cape and Jason Ahearn (Linda Ellsworth), Tignish.

The remains are resting at the Ferguson Funeral Home and Chapel, O'Leary with visiting hours Thursday 2-4 and 7-9pm. Funeral Mass takes place Friday at St. Simon and St. Jude Roman Catholic Church, Tignish at 2 p.m. Interment in the parish cemetery.

In memory of Jesse, memorials to the Jesse Reginald Harper Scholarship Fund would be appreciated.

    The Headline is fine and maybe it will keep other young epople from making stupid mistakes and also ending up DEAD.

    Seems like everytime there is a traffic accident in PEI and the media report it people go that they shouldn't. Well maybe if more people took the time to read about other peoples stupid mistakes than they might avoid making the same ones themselves.

    This incident above is hardly an accident it was stupid mistake made by abunch of young people who think they know it all and are immortal. What we need to be thankful for here is that NO INNOCENT bystanders were also killed. If young people want to drive like that and they only end up killing themslevs that is good when they kill innocent bystanders that is very bad.

    I know there's nothing wrong with the headline. It ( headline) may well prevent further tragedies, yes that is good, it also triggers commenters to add comments. Truck leaves road, person dies, carries nowhere near the empahsis as teen dies . In any case, Mom was speculating on negative comments, my point is what do you expect?. For the record the headline is not the same as it is today.

    This young man had just graduated high school and had a full life ahead of him..all this was taken away because of SPEED! Obviously these young people don't read the newspapers...just look at the fatals in N.B. lately involving young people. This was not an unfortunate accident folks...it was PREVENTABLE. Wake the hell up......innocent people are dying and the parents and family are left to suffer and wonder what their child could have become. I feel so bad for this boys family...rest in peace and hopefully others will learn.

    In fact Leo is correct. Speeding is not an accident and thankfully no other vehicle was involved. I too, pray for the families affected by this tragedy.

    Ryan: If the driver was speeding, it was not in fact an accident but negligence causing death. Wether he meant it to happen or not is irrelevant - he caused it, and will probably be charged as such. But you are right, it is not only kids who spped. Leo did not say it was the deceased who was driving either. He was just thankful the driver's negligence did not extend to anyone who was not complicit in the behaviour, as we all know what a truckload of teenage boys can be like, say what you will about stereotyping. Nevertheless this is tragic for all three.

    Leo its hardly just young people that speed, it is all ages, and I highly doubt that the driver meant to have this happen, which in fact makes it an accident, also I was unaware that Passenger meant driver, as the deceased was a passenger and had no control how fast the vehicle he was in may have been moving.

    The Headline is fine and maybe it will keep other young epople from making stupid mistakes and also ending up DEAD.

    Seems like everytime there is a traffic accident in PEI and the media report it people go that they shouldn't. Well maybe if more people took the time to read about other peoples stupid mistakes than they might avoid making the same ones themselves.

    This incident above is hardly an accident it was stupid mistake made by abunch of young people who think they know it all and are immortal. What we need to be thankful for here is that NO INNOCENT bystanders were also killed. If young people want to drive like that and they only end up killing themslevs that is good when they kill innocent bystanders that is very bad.

    To leo' . you really should keep these thoughts to yourself . there was a young boy killed and he is someones son , grandson ,brother .etc. this is no time to be acting like an idiot. Next time stop and think before you write something.

    This young man had just graduated high school and had a full life ahead of him..all this was taken away because of SPEED! Obviously these young people don't read the newspapers...just look at the fatals in N.B. lately involving young people. This was not an unfortunate accident folks...it was PREVENTABLE. Wake the hell up......innocent people are dying and the parents and family are left to suffer and wonder what their child could have become. I feel so bad for this boys family...rest in peace and hopefully others will learn.

    I know there's nothing wrong with the headline. It ( headline) may well prevent further tragedies, yes that is good, it also triggers commenters to add comments. Truck leaves road, person dies, carries nowhere near the empahsis as teen dies . In any case, Mom was speculating on negative comments, my point is what do you expect?. For the record the headline is not the same as it is today.

    Leo, There are grieving friends and family members reading this forum.

    Apparently this is a touchy subject for you. So go talk to your shrink or your anger management coach. If you don't have one, It may be a good idea to make your first appointment.

    Nobody wants to here you ranting and raving!

    In fact Leo is correct. Speeding is not an accident and thankfully no other vehicle was involved. I too, pray for the families affected by this tragedy.

    Ryan: If the driver was speeding, it was not in fact an accident but negligence causing death. Wether he meant it to happen or not is irrelevant - he caused it, and will probably be charged as such. But you are right, it is not only kids who spped. Leo did not say it was the deceased who was driving either. He was just thankful the driver's negligence did not extend to anyone who was not complicit in the behaviour, as we all know what a truckload of teenage boys can be like, say what you will about stereotyping. Nevertheless this is tragic for all three.

    my Condolences to the family and hope for a speedy recovery to the rest involved.

    Leo its hardly just young people that speed, it is all ages, and I highly doubt that the driver meant to have this happen, which in fact makes it an accident, also I was unaware that Passenger meant driver, as the deceased was a passenger and had no control how fast the vehicle he was in may have been moving.

    so please when you go to post, think about what you will say and then just don't say it.

    Very tragic incident. I send condolences for the grieving family and prayers for the other two and their families. Hopefully they can all get through this tough time without negative comments from the general public.
